No Channel Packages in West Bengal till Panchayat Elections

Further to our report on meeting of LCOs and MSOs with Urban Development Minister of West Bengal on 24 May 2013, Ratan Raj Jaiswal, spokesperson of Kolkata LCOs Sangram Committee informed us that the meeting with the Minister  in which Soumen Roy Chowdhary, CEO of Indian Cable Net Co. Ltd and Surendra Agarwal also took part was very successful as government has asked the MSOs not to switch off any channels and force packages on Consumers  till the Panchayat Elections. Government has also asked the MSOs to consult the LCOs before taking any further steps in implementing digitalisation.
Indian Cable Net Co. Ltd(ICNCL) is a subsidiary of WWIL and has a major share in the city. According to sources it is the only MSO who has its SMS and billing system operational and has managed to get 40% Subscriber Acquistion Forms(SAF) filled. Company had switched off all channels providing only one package of Rs 180 for all the consumers which the consumers and LCOs did not accept. LCOs demanded that for any such switch off, a public notice must be issued complying with TRAI Tariff Order and Quality of Service regulations. They also demanded that MSOs must consult them when taking such decisions concerning consumer services as they deal directly with the consumers.
