Bimal Julka takes over as Secretary, I&B

The Appointments Committee of the Cabinet (ACC) has approved the appointment of Bimal Julka as Secretary, Ministry of Information & Broadcasting (MIB), according to a press release issued by the government on 26 June 2013. He is taking charge from Uday Kumar Varma, who is retiring on June 30, 2013.
Prior to this appointment, Julka has been Special Secretary and Financial Advisor in the Ministry of External Affairs. He is an IAS Officer of the 1979 batch of Madhya Pradesh cadre.

He had worked earlier in various other ministries like Civil Aviation, Defence, Finance and Human Resource Development apart from holding positions in Madhya Pradesh government.
First task cut for Mr. Julka will be to sortput the mess of mandatory digitisation that has been created by Mr. Varma in the Phase I and II where, even after eight months no positive results have come. The next will be how to take mandatory digitisation forward in the Phase III & IV where it is almost impossible to implement the law in the present conditions. This task may become tougher since the Lok Sabha elections are scheduled in mid 2014 and government may not like to act tough with the masses as Mr. Varma had been.
